Problem / Issue              No power up, led flashing continually & rapidly and relay dropping in/out every 4
                             seconds.

Solution:                    All the supply rails were coming up to the correct levels as the relay pulled in.
                             Further checks in the PSU revealed that Q803 and D804 were both short circuit.
                             A replacement P pcb cured the problem.
