Making short circuit between terminals TC and CG of DLC3 will output DTC from the DLC3.

INSPECTION PROCEDURE
  1     INSPECT DLC3(TC TERMINAL VOLTAGE)

                                               (a)      Turn the ignition switch to ON.
                  TC
                                               (b)      Measure voltage between terminals TC and CG of DLC3.
                                                        Standard:
                                                             Tester Connection                   Specified Condition
                                                     Terminal 13 (TC) - Terminal 4 (CG)              10 to 14 V

  2     CHECK HARNESS AND CONNECTOR(DLC3 - ECM)

                                               (a)      Check for open or short circuit in harness and connector
                  TC
                                                        between terminal TC of DLC3 and body ground (See
                                                        page 01-37 ).
